Because Axiom has labeled all firearms recovered from before the Greatest War as ‘cursed objects’, no one is allowed to have them… Except the rare few who belong to the Cursed Concordant. (Which, for those grammar sensitive, would be made up of those who are concordant with the Cursed Concordat.)

Often called ‘Trigger Wizards’ by outsiders, these unusual men are willing to bear the burden of the curse — including the exile and mistrust it entails. Concordant members are expected to be intelligent, rational, and respectful for the power they wield. They serve no nation or sect but their own, though they tend to maintain diplomatic relationships with others if for no other reason than self-preservation.

And they all live in lighthouses. (This is both an aesthetic decision and a tactical one!)
